Certifications: skills with a validity range

Unlike other skills, certifications have a tendency to expire.

The rough idea is to have certifications be a special category of skills, optional to use.

You may then filter for people who have that particular certification active or expired.

When people acquire new certifications, they can add their start and end info in Operating, similar to adding new skills with levels and feelings.
