Person: Site-based filters, unintended behaviour [Views]

When creating new views and using filters – I noticed that Site-based filtering alone doesn’t return results (=0). I can only obtain results I also add extra filters, such as Group.

This seems counterintuitive – if I wanted to see all people beloning (or not) to some site, regardless of their group, should I be able to do so just using the Sites filter?

To obtain the desired filtered result, now I have to add all the groups. See screenshot below for details.
