Tool to Migrate Allocations Between Projects for Renewals

I need a tool to 'migrate' allocations from one project to another, either at a role level or a role and person level, to help with annual managed service renewals and long-range capacity planning. When migrating, the new allocations should have an option to bring across roles or roles and people, inherit dates from the destination project, and keep the general shape and allocation percentages. This is important because merging projects causes us to lose the ability to see how different rates and efficiencies impact project profitability on renewals.
